Water Distribution Supervisor
GENERAL POSITION SUMMARY:
This is a skilled working supervisory position overseeing the installation, maintenance and repair of the water distribution and collection system for the City of Starkville. The Water Distribution Supervisor will perform highly specialized, journey level activities in the Water division and serve as a lead for crews working at multiple work sites, while completing assigned work orders with minor supervision.
ESSENTIAL JOB FUNCTIONS:
· Provides direction, guidance, and assistance to employees; assists in conducting employee training; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.
· Anticipates potential issues and initiate appropriate actions to eliminate issues.
· Trains and mentors departmental staff on construction methods, standard procedures and organizational improvements.
· Ensures all work performed meets quality and safety standards.
· Provides technical expertise and assists with complex maintenance situations.
· Utilizes and maintains computerized maintenance management software program (Asset Management); writes work orders for repairs and preventive maintenance tasks; monitors status of work orders; manages computerized parts inventories; tracks computer data pertaining to purchases, equipment histories, equipment costs, parts vendors, labor use, and other activities.
· Calibrates, troubleshoots, and/or programs necessary departmental tools, equipment or software.
· Tests machinery, equipment and parts for proper operations; reports problem situations or refers problems to appropriate personnel; coordinates the repair of malfunctioning machinery and equipment.
· Operates various machinery, equipment, and tools associated with work activities, which may include a service truck, forklift, generator, air compressor, motors, pumps, blowers, valves, drill press, grinder, welder, torch, pipe saw, band saw, mechanic tools, electrician tools, plumbing tools, carpentry tools, diagnostic instruments, front-end loaders, backhoes, jet trucks, CCTV
· Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals.
· Assists departmental staff in ordering inventory of replacement parts and supplies; communicates availability of adequate materials to conduct work activities; coordinates requests for new/replacement materials.
· Submits required reports/documentation to appropriate individuals or agencies.
· Prepares or completes various forms, reports, correspondence, logs, work orders, maintenance records, purchase requisitions, personnel forms/reports, charts, diagrams, or other documents.
· Receives various forms, reports, correspondence, equipment manuals, diagrams, schematics, maps, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
· Reads and interprets manuals, engineering maps and plans and other documents required for the job and utilizes mapping software and G.I.S. to assist in identifying water and sewer infrastructure.
· Maintains logs, files, and records of departmental work activities and documentation.
· Communicates with supervisor, employees, other departments, city officials, contractors, engineers, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
· Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops, meetings and training sessions as appropriate.
· Incorporates continuous quality improvement principles in day-to-day activities.
· Meets regular attendance requirements. (May be assigned to work night and/or weekend hours.)
· Performs other related duties as assigned or directed.
KNOWLEDGE of, SKILLS AND ABILITIES to:
Knowledge of:
· Materials, methods, techniques and equipment used in the construction, maintenance, repair, testing and adjusting of potable water distribution and sewer collection systems, including backflow prevention assemblies, taps and water meters.
· Basic operations and equipment maintenance techniques.
· Occupational hazards and safety precautions required of the work.
· Principles of plumbing and water hydraulics as related to the work and of various types of tapping procedures and required equipment.
Ability to:
· Demonstrate good use of judgment.
· Plan, train and supervise the work of assigned employees.
· Prepare and maintain records and reports.
· Draw field sketches, estimate time, equipment and material needs for work projects, perform basic mathematical calculations and record and understand maps, atlas sheets, plat sheets, construction diagrams, and engineering plans and specifications.

· Establish and maintain effective working relationships with employees and to deal with the public in a courteous and efficient manner.

EDUCATION AND/OR EXPERIENCE REQUIRED:
· Graduation from high school or G.E.D. Equivalent and vocational/technical training in plumbing, mechanics, and equipment maintenance.
· Five (5) years’ experience in water distribution system construction, maintenance or repair.
· Previous experience and/or training that includes plumbing, mechanics, equipment maintenance, and equipment operation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
· Three (3) years of supervisory experience.
· Possess and maintain a Class A Commercial driver’s license or the ability to obtain within 6 months.
· Experience in underground utility construction or related field, experience in supervising employees in a construction related field.

The physical demands here are representative of those that must be met by an employee to successfully perform the essential manual labor functions of this job.
· This position requires physical and ability sufficient to perform manual labor for extended periods of time under dirty uncomfortable situations and in all types of weather.
· Primary functions require sufficient physical ability to operate assigned equipment.
· FREQUENT walking, bending, stooping, squatting, digging, climbing; standing, sitting, reaching at and above shoulder height, kneeling, balancing above ground, pushing and pulling, crawling, twisting at waist, upward and downward flexion of neck, side-to-side turning of neck; lifting of objects weighing up to 75 lbs.
Working Environment
· The work is primarily performed outdoors in all types of weather and temperature conditions, but may require occasional office work.
Necessary Special Requirements
· Must possess and maintain a valid Class A Commercial driver's license or the ability to obtain within 6 months.
· This job classification is considered to be safety-sensitive and is subject to pre-employment and random drug screens.
